Because IPM doesn't rule
out the use of all pesticides, there may be limited
situations when using a Tier 1 product is necessary.
Several examples of these situations include:
- There are no other feasible alternatives
- Legal, health or safety considerations
are present
- A unique landscape is at risk
The Executive Order allows for this use
by calling for the phase-out of Tier I products listed
in the Tier tables for herbicides,
insecticides,
fungicides
and other
products to the “maximum extent practicable”.
The steering committee members, many of them experienced
landscape managers, felt the use of such products should
be limited and in some way “approved” for
use. There needed to be a peer review process to determine
if the use of such a product is warranted.
This was the reason for developing the
"exception” process for using Tier I products.
Four members of the county wide IPM steering committee
were elected to review such requests when a landscape
management employee has come to the conclusion that
other IPM methods or alternative products would not
be effective. All requests are required to include the
best management practices (BMPs) that would be used
to minimize the potential hazard of the product and
limit or eliminate future use if practicable. The following
tables have details on the type of Tier
I products requested for use.
There have been no requests for the use
of fungicides or products listed in the "Other" tier
